May 2007 USPS Rate Change
Last Minute USPS Rates
On May 14, 2007 the United States Postal Service (USPS) initiated a revolutionary change to the rate pricing structure. The USPS not only changed rates, but also introduced a new method of determining the price of mail called Shape-Based Pricing.
In addition, on May 2, 2007, the USPS Board of Governors made the following two changes to the May 14, 2007 rate change that may impact your mailing operation.
- The Priority Mail Flat Rate Box price is $8.95 instead of the $9.15 price originally recommended by the Postal Rate Commission. This box does not require the use of a scale as it is a Flat Rate Box for $8.95.
- The 17-cent First-Class Mail nonmachinable surcharge now applies to all First-Class Mail nonmachinable letters up to 3.5 ounces and not just to those that weigh one ounce or less as originally approved. Please visit http://pe.usps.com/text/dmm300/101.htm#wp1039555 for more information regarding the nonmachinable surcharge.
Keep in mind, these two last minute changes will only affect a small percentage of all mailers. Please view the chart below to determine if your machine is affected.

Traditionally the USPS provides the industry with 60 days to implement new rates and we require this time to ensure the quality of the rate software update delivered to you. Unfortunately, based on the very late release of this information, Neopost was not able to include these two changes in the May 14, 2007 rate software update.
The new software will be available for most products the second week of June. If you use either of these rates please visit our Rate Change 2007 website to order your update at no charge. You may log in using the user name and password you created to order your original rate change software or use the invitation code listed above to create a new user account.
